Company History
In early 2000, Wayne Brown founded TEL Staffing & HR to support Pensacola business owners by managing complex administrative tasks. TEL was designed to reduce legal and administrative burdens, improving performance and compliance for small and medium-sized businesses. Wayne’s vision expanded beyond payroll and tax administration to comprehensive HR services, quickly growing TEL’s influence throughout the Southeast and soon across the United States. Today, TEL serves hundreds of Clients and thousands of employees across the United States, offering professional solutions for various business types at competitive costs.

Wayne Brown
Founder & President
Wayne is a lifelong resident of Pensacola, Florida, and sits on various boards throughout Escambia County. Before founding TEL, Wayne was an integral part of Instrument Control Service (ICS), a family-owned business started by Wayne’s father, Willard Brown, in 1967. Together, Wayne and Willard grew ICS’s annual sales to over $70 million annually before selling the company to General Electric in 1997. With a background in engineering, risk management, project management, and sales, Wayne founded TEL Staffing & HR in 2000, determined to develop a corporate service that would meet the needs of companies across the nation.

Shawn Brown
Risk Manager
Shawn Brown, a native of Pensacola, Florida, is the Chief Operating Officer at TEL Staffing & HR, and formerly oversaw the Risk Management department. Since joining the company in 2007, Shawn has been instrumental in helping business owners nationwide reduce workplace injuries, significantly lowering workers’ compensation claims. His professional expertise has saved corporations hundreds of thousands of dollars.

Wendy Hardy
Benefits Manager
Wendy Hardy, originally from Mobile, Alabama, has been a resident of the Pensacola area since childhood. A Gulf Breeze High School graduate, she showcased her early talent for accounting by placing third in a state competition. Wendy pursued accounting at Auburn University at Montgomery and completed her Associate Degree at Pensacola State College.
Wendy began her career at TEL in Accounting but quickly found her true calling in Payroll and Benefits. Over the years, she has become an integral part of our team, dedicating the majority of her career to managing Payroll and Benefits with precision and care. As TEL’s Payroll & Benefits Manager, Wendy brings a wealth of knowledge and experience to the role, ensuring smooth and efficient operations in these critical areas. Wendy is also a registered notary public in the state of Florida.

Jason P. Albert, SPHR
Director of Human Resources
As Director of Human Resources at TEL Staffing & HR, Jason P. Albert oversees all aspects of HR strategy, which include employee relations, compensation, benefits, health & welfare, talent management, diversity and inclusion, and organizational development. With over 15 years of leadership experience, he ensures TEL’s clients receive comprehensive HR support that fosters employee engagement and drives business success.
Before joining TEL in 2024, Jason held an executive HR position at Performance Personnel & Fabrication, as well as senior HR roles at prominent companies such as Austal USA and Bollinger Shipbuilding. His expertise spans multiple industries, where he has played key leadership roles in talent acquisition, workforce development, and organizational change.
Jason is a certified Senior Professional in Human Resources (SPHR) and is currently pursuing an Executive Juris Doctor to expand his HR and compliance expertise. He holds degrees in mechanical and marine engineering, as well as business administration, providing him with a unique blend of technical and managerial insight.
A dedicated community member, Jason volunteers with Habitat for Humanity, veteran outreach programs, and shipbuilding organizations. He is married and currently resides in Cantonment, Florida.
